King Media. Juba – The President of the Republic of South Sudan, Salva Kiir Mayardit has expressed concerns about how some state governors managed their state affairs contrary to the provision of the Revitalized Agreement on the Resolution of Conflict in South Sudan
According to the President, based on the High-Level Steering Committee for implementation of the agreement, no governor has the right to dismiss or suspend anybody from their position due to differences in party.
“You are supposed to work as colleagues, regardless of your political or personal differences,” said Kiir.
He was speaking on the opening day of the 7th Governor’s Forum at Freedom Hall in Juba. The President said he was reliably informed about some governors conducting state business outside the constitution and the law.
“Apparently, some of you do not hold cabinet meetings. There are conflicts between the executive and the state assemblies which makes the state unstable,” said Kiir.
The President issued a few directors. All governors will be required to present their reports to the national council of ministers for scrutiny and the First Vice President, Dr. Riek Machar is required to develop the mechanism that will be used to scrutinize the reports. Also, the High-Level Steering Committee for the Implementation of the Agreement is required to set up a mechanism for resolving disputes.
Kiir accused some governors of not implementing the R-ARCISS to the letter.
“Again, some of you are not implementing the agreement on the resolution of the conflict in the Republic of South Sudan the way it is supposed to be, and that is causing problems between the parties to the agreement,” said Kiir.
Last month, the Governor of Central Equatoria State Emmanuel Adil Anthony in a gubernatorial order suspended the Minister of Local Government and Law Enforcement Agency, Moro Isaac Genesio over allegations of insubordination.
The governor’s spokesperson said that the governor possesses the constitutional authority to delegate any substantive minister to undertake any assignment that he deems appropriate.
