Kiir fires Riek Biem, reappoints Manytuil as Unity State Governor

President Salva Kiir has again reshuffled the leadership of Unity State, dismissing Riek Bim Top and bringing back his predecessor, Dr. Joseph Nguen Monytuil, in a move that is stirring political debate.

The announcement, read Monday night on state broadcaster South Sudan Broadcasting Corporation, marks yet another turn in the state’s leadership cycle.

Manytuil’s return comes at a tense moment, just weeks after more than 200 people were killed in a brutal attack in Abiemnhom County of the Ruweng Administrative Area.

Although no official link has been made between the violence and the leadership change, the timing has raised questions about whether the decision reflects growing concern over security in the region.

Both the outgoing and incoming governors belong to the ruling Sudan People’s Liberation Movement (SPLM), highlighting that the reshuffle is less about party politics and more about internal recalibration within the government.

For Manytuil, the appointment is both a comeback and a continuation of a long, controversial political career.

A native of Mayom County and a close ally of Kiir, he has held various leadership roles since 2013, including overseeing Unity State during some of its most turbulent periods.

Manytuil’s record remains deeply contested

During his previous tenure, he faced a vote of no confidence from the Council of States over insecurity and alleged rights abuses, though the president chose not to act on it.

His profile drew further international attention in December 2023, when the United States Department of the Treasury sanctioned him under Executive Order 13664.

Additionally, a report by the United Nations Commission on Human Rights in South Sudan linked him to serious alleged violations, including extrajudicial killings and widespread attacks on civilians in Mayom County in August 2022.

The government has consistently rejected such findings, calling them external interference.

Meanwhile, Bim’s dismissal after nearly two years in office adds to a pattern of short-lived gubernatorial tenures, raising concerns about stability and continuity in Unity State’s leadership.
